ALBANY -- As Gov. Andrew Cuomo 's Cabinet met Tuesday morning the Capitol's Red Room, reporters waiting on the other side of the closed door could get some sense of the meeting's tone from the periodic applause coming from within.
The apparent good feeling was not a surprise considering last week's dramatic passage of two of Cuomo's major agenda items, the legalization of same-sex marriage and a 2 percent property tax cap.
Officials who paused as they hustled out of the hour-long gathering said it was primarily a look back on the accomplishments of the administration's first six months, with some talk about future initiatives.

Some people like to display things above the cabinets. Others want theirs going to the ceiling. It is your choice. What works for you.

No space is better. Less space for critters and dirt/dust.
Usually there is a space but if you don't want to leave a space on top, have the carpenter put board up and then you can paint or wallpaper it after. My grandparents did this and it looked great and eliminated more spots to have to clean!! Good luck
